I just got the boon from Waking Rune.

This allows me certain options "when building a new character".

I have a character that I have never played at level 2. I have played it at level 1. Does the retraining rule allow me to apply the boon to that character?

You can retrain into a race boon (Hey look everyone, feathers!) so i think this would work.

Yes, since you can rebuild any time before you play at level 2, and this includes adding/removing boons.

The boon from Waking Rune simply opens up the character option as if it was legal by the Additional Resources list, so once you have a character with a sheet from Waking Rune applied, you may rebuild your level 1 characters using that option.

Would that also apply to characters past level 2, who are built purely on GM credit?

From what I understand as long as it hasn't been played at level two or higher, you can fiddle with things. If it's all GM credit and hasn't been played yet, it hasn't reached the "played at level 2 or up" wall. It's actually still in the character creation phase until you play it if you think about it.

Yep. Even if you play it at level 1 and then don't play it again until level 12, you are still eligible for the 1st level retrain rules, which include adding creation-only boons. I've got a 7th level credit baby I intend to be a human bard. That intention doesn't change the fact I could make it a kitsune sorcerer tomorrow if I wanted.
