It is entirely meta-game. Now, there are obviously actions that will cause low Reputation that are also not supporting positive game play (griefing, random PC killing, etc.). As such, it may well be that the "Code" also shows favoritism to higher Rep players, but it would only do so in line with Ryan's stated intent. He's said before it's possible to be high Rep and Chaotic Evil, it'll just be really, really hard. I'd whole-heartedly welcome such a Player, as they would exemplify what it means to provide meaningful Player generated content while simultaneously playing the game in a positive way. I actually hope it's equally hard to play a Lawful Good paladin.
Basically, I want Bargle, Artemis Entreri, Lord Soth, etc. in the game. That would be awesome. And no computer AI at present could do these as well as a skilled Player.

The Seventh Veil has always been open to Evil Characters. I've personally given my support to a number of Evil Company/Settlement initiatives.

We have even stated that we would limit our banditry to the extent that we would not "over fish the pond" or make any one character, group, settlement or nation feel singled out unless through the use of feud, faction or war.
We seek to provide mutual entertainment to friend and foe alike, through our characters. Our treatment of the players behind the characters will be uniformly positive as fellow members of the community. At the same time we recognize that no one is perfect, so we will always have a channel open for community members to lodge a complaint with our leadership if they feel the spirit of this pledge has not been upheld.
I am hesitant to add further statements of our intentions because I do not wish to reinforce the previous precedent that was created specifically for the UNC.
This pledge is either enough for the general consensus or it isn't.

I am aware of the time line. The order is simple because from my perspective and the perspective of others Roseblood started out as more than JUST Wheaton's Law, regardless of where it stands now. Please take no offense as none is intended.
I understand the fundamental differences for appealing to organization vs individual. Again, I just wanted to ensure that my current understanding is accurate not trying to troubleshoot or split hairs. Proxima's pledge was the closest idealogically sibling despite the different target audiences, and it was something that I supported and still support.
I'm thoroughly satisfied with the clairification that has been given and appreciate the time you all have taken to assist in the explaination of the particulars. Thanks!
Wheaton's law is a prohibition against the worst 25% or so of behavior. The Roseblood Accord is a commitment to behave in the top 25% of so. (Oversimplifying behavior to a single continuum, caveats about metaphors and simple math)

But I don't think it's loyal or respectful, me, as part of a settlement, make any arrengement without the entire settlement. I just said we will be nice too. :)

That's a code very close to the RA (If you have a very specific view of what "placed in authority" means in this context; i.e. Goblinworks Customer Service). If you want to publicly commit to that code without agreeing to the RA, that's fine; if you want to become a signatory to the Roseblood Accord, it seems to me like you understand and agree already.
Only you can decide if you do sign or not.

I, Deacon Wulf, Lord Regent of Golgotha, do hereby sign on to this accord on behalf of all Golgothans. Golgotha is heavily invested in the success of Pathfinder Online, and is dedicated to promoting positive gameplay and meaningful human interactions, while maintaining a non-toxic community. If you would add all of Aragon as a settlement to the accord. Aragon as part of its settlement charter has stressed that its citizenry are to uphold the beliefs found in Positive Gameplay, Mutual Entertainment and Meaningful Interactions with friend and foe alike.
Aragon and its chartered companies are also participants in the Guide Program.

I too am very glad to welcome our new members (well, except perhaps Kobold Cleaver, but that's due entirely to his propensity to eat half-elves when possible; we're good as long as you don't start gnawing on my ankle).
Please remember to join us at the Roseblood Accord forums if there's any matter you wish to discuss with the entire group. For all our current members, please see the message I sent yesterday regarding any concerns you might have for personal posts there. Given that we've spent the week ensuring everyone is clear on the nature of the Roseblood Accord, I want to further ensure we maintain integrity and trust in our talks. If you posted something and thought, for instance, that it was a private post for a trade/military approach to the Circle please let me know and we can take appropriate action. We can create private forums as needed for any alliance and related discussions for any group. I do not want to compromise anyone's willingness to talk openly.
Further, for our new members that are also in the Northern Coalition, you will indeed find we've been talking about you...I'm certain that comes as no surprise, as various groups want to consider any threat the NC might pose and others want to consider the benefits of joining with you. You'll find no major secrets here, since as stated we're not covering that sort of thing. Only fairly logical assumptions/conclusions (some NC groups might be the largest threat "on the board" right now given the PvP focus and skill, joining the NC could be beneficial for north/south trade, being a member might provide some useful intel, if an NC member attacks an Ally we'd fight in defense of the Ally, etc.). I'm very sure you've already considered all of these things in your own talks. I actually read through my own posts and found one that led to a question for the NC thread. However, if you find something that is a concern, please state such and we can cover it as needed. I will say the topics are one of the thing that drove me toward wanting to ensure all Roseblood Accord members understand the nature of this group as well as the need (and I'll say on the part of the Keepers of the Circle, desire) for more formal agreements at the settlement and/or CC level.

To Signatories of the Roseblood Accord and Members of the Pathfinder Online Community,
Aeternum and the city of Callambea have always believed in this community and had hope for the future of this game. The idea of positive gameplay is an important one, even if the exact message holds a little different meaning to each member of the community. Aeternum believes this is seen in fair and honest trade and continued growth, both economically and diplomatically.
The idea of positive gameplay is nothing new to Aeternum; here is a reading from the Empire of Xeilias charter, of which Aeternum is a member settlement:
Players have a right to be free from griefing. While most online games are about war, the Empire of Xeilias is against the griefing of other players. In addition to the harassment and verbal abuse rules, Empire of Xeilias members will conduct themselves with the utmost honor in all aspects of the game related to PVP combat. Our policy is to avoid griefing players, or destroy them through combat, rather than to complain and engage with them in any argument about fair-play.
The Empire of Xeilias holds its citizens to a high standard. Just as we must set ourselves to a higher game-play standard, so must we set ourselves to a higher level of integrity within the community. The conduct of every single individual Xeilian reflects on the entire Empire and thus we must uphold our most sacred ideals and traditions of fair play and honest dealings.
In an effort to continue to grow both the community and the atmosphere of positive game play, the city of Callambea and the organization known as Aeternum do hereby agree to promote positive gameplay, and look to add our names to the current signatories of the Roseblood Accord.
I hope we can prove together that we can be competitive in a game environment such as we are presented and still behave above the dregs of competitive gaming societies.

Welcome indeed! We have had an influx of member requests for the site--for those like KC going straight to the link it's probably saying the forum doesn't exist until you've applied for membership (we have Representative ranks to assign to non-Keepers). If so, just head straight to http://keepersofthecircle.guildlaunch.com/ and then click the Apply button on the left.
This does bring up one item I want to clarify--the forum itself is a place for representatives of all RA member organizations to join together and talk. It's not intended as an open forum for anyone looking to hear about RA dealings--that's what this threads is for actually. As such, it's important for folks to specify the group you are representing so we're sure everyone is properly represented. If I don't recognize your name or see an affiliation, it will likely delay your approval until we sort that out. I specifically don't want random people wandering in, as we expect all in the forum to truly represent your organizations. If a random person comes in claiming to represent TEO, Aeternum, etc. and then starts slinging mud it can greatly damage the trust in the forum. So, if you are delayed know it is specifically because we want to ensure quality in the participation and protect the integrity of all member groups. If any group sees someone on that should be there to represent your group, we can remove them on request (we obviously won't allow removal of another group's members...).
KC, you get a free pass because your sword is bigger than most of your body (and I've been posting to/reading general Paizo threads with you for about 6-7 years).

Since both settlements of the Empire of Xeilias have joined the Roseblood Accord, and members of both have the same question, as Imperial Ambassador, I will save them from having to make multiple postings.
Though both settlements have been warmly greeted by several very kind RBA members, and others have said that merely stating one's interest to join the Accord is sufficient, the quote below leaves several wondering if there is some list that we should make certain we have been added to?

I just completed a big pass on getting permissions set up for folks. If you are on just as a Representative, your title should list you as such, versus those that are formal Ambassadors. If these aren't correct, let me know and I'll get you fixed. I think I also have everyone set properly for access to the Roseblood Accord forums but if you have access problems you might try logging out and back in again. If that doesn't get it (i.e. you can't see the forum) against let me know.

The Roseblood Accord is a group of sovereign player organizations united not under central authority, but in our agreement to promote by example the goals of positive gameplay and the mutual success of its members. It is our belief that positive gameplay improves everyone’s experience, and we are dedicated to providing a place in Pathfinder Online where players who seek such an experience can find it. Towards that end, we have come together to announce our intentions to the community, and to invite all who share these goals to join us.
The name, Roseblood, stems from the symbol of Milani, a minor Goddess who is well revered in the River Kingdoms. While we do not necessarily worship her, nor advocate her alignment, we venerate her stance against oppression; specifically when we make the metagaming step of equating negative game play to oppression. In homage, we choose to use her sigil as inspiration, a beautiful yet thorn laden rose, rising up from bloodstained cobblestones.

The Empyrean Order (Brighthaven) and The Seventh Veil (Phaeros) have already been granted our Settlement locations at [04,11] and [00,17] in the southeast corner of the Early Enrollment map. Strictly as a matter of logistics, accord members who establish themselves in this area can expect the most support. Members who choose to settle elsewhere are welcome to join, but...
As Founder and Leader I would put fourth the intent of Brains and Brawn to seek membership in the Roseblood Accord upon firm knowledge of our final land rush location. As a small guild we have seen our location moved around alot, been contacted for alliance only to see us bumped or those who contacted us bumped. I believe we are in most likely final location fo the rush however, and that seems to land us right smack in Roseblood Accords territory.
Quick BnB history:
The core of the guild has played many games together dating back to UO, however the guild saw it true formation within EverQuest. We moved unto EverQuest II after its release, but soon disbanded when we found the game seriously lacking. The guild reformed in Vanguard, and there saw our greatest sucess, until the announcemnt of sunset for the game. Now we have splinter factions in FFXVI, WoW, Istaria and mainly we see most of the guild in ESO. We hope to see most of the core return together for Pathfinder Online with its public release.
Myself and the original co-founder will be reuniting for Pathfinder Online kickstarter release. We have at our player core, our real life Pathfinder Pen and Paper gaming group as part of the kickstarter release, with more now coming in for early release.
Brains and Brawn has always been about casual small guild success doing more with dedicated cooperation, rather then sheer numbers. Everyone knows you in Brains and Brawn, we are people not numbers on the balance sheet. Recruitment is relaxed, but we have a few strict guidlines that keep us lean, mean, and agile.
Brains and Brawn was a big part of the Morrel-Thule EverQuest community and a bigger part of the Telon Vanguard community and hope to be in Pathfinder as well. Success through reputation is the secret of a small guild, and I aim to ensure we see the same success for the same reason in PO.
