A Pathfinder Society Scenario designed for 1st to 7th level characters (Tiers: 1–2, 3–4, and 6–7).

When four statues of unspeakable power were found in a tomb in Osirion and then stolen, the Pathfinder Society assumed they were gone forever. When they appeared again in the illicit inventory of a Qadiran smuggler in the massive trade city of Sedeq, the Society wasted little time dispatching you there to recover them. Finding the smuggler dead and a familiar face from Absalom responsible, your task quickly becomes a race to retrieve the statues before their brutal power can be unleashed on the citizens of the Satrap. Can you find the statues in time or will Sedeq be swallowed in a plague like none Golarion has ever seen?

As I understand it, this will now become a Tier 3-4 game. Some of you level 1 guys might want to reconsider playing a different character up a level or 2. But, remember if the APL goes over 4, then with a table of six player we automatically go Tier 6-7, so we need an APL of 4 or less.

Of course, the alternative is myself and the other higher level player choose a different character and play down to Tier 1-2.

No, the APL right now is 14 divided by 6, which is 2.3. And you round to the nearest whole number, would would be 2. This would be a Tier 1-2 game. (Presuming, of course, the 6 people who are signed up and aren't alternates play the characters listed here.)

The GM, of course, has the final say here, but I believe under Society play rules, this would still be a Tier 1-2 table.

The rule below (when it says between subtiers, in this case, that would mean when the APL would be level 3 or level 6).
For scenarios written in Seasons 0 to 3, when the APL is
in between subtiers, a party of six or seven characters must
play the higher subtier. Parties with four or five characters
must play the lower subtier. In the fringe case where there
are no players that are high enough to have reached the
subtier level (such as a party of six 3rd level characters), the
group may decide to play down to the lower subtier.

I guess it all comes down to how "when the APL is
in between subtiers" is interpreted.

Sure, but the APL is 2.3 which rounds to the nearest whole number, which is 2. It's not between tiers.

Here is the entire rule on determining subtiers (I only posted a portion of it earlier):

Determining Subtiers
In order to determine which subtier a mixed-level group
of PCs must play in, calculate the group’s average party
level (APL). Divide the total number of character levels by
the number of characters in the party. You should always
round to the nearest whole number.

Starting with Season 4, scenarios are designed for six
characters and contain instructions on how to adjust the
scenario for four-character parties. When the APL of a table
is between two subtiers (like APL 3 for a Tier 1–5 scenario),
a party of four characters must play the lower tier without
any adjustments for party size. A party of five to seven
characters whose APL is between two subtiers must play
the higher tier with the four-character adjustment.

For scenarios written in Seasons 0 to 3, when the APL is
in between subtiers, a party of six or seven characters must
play the higher subtier. Parties with four or five characters
must play the lower subtier. In the fringe case where there
are no players that are high enough to have reached the
subtier level (such as a party of six 3rd level characters), the

Since this looks like an APL 2 (or lower) table, my level 6 cleric won't be eligible to play (you can't play in a tier more than 1 step away from your level, which means I could only play as low as 3-4).

So, if it's your preference, I can just withdraw and open up the slot for one of the alternates.
