Does the Touch of Lore power allow me to make knowledge checks against creatures whose knowledge skill I don't have ranks in?

Where is this power from? I'm not familiar with it. Is it the Lore Keeper power from the Knowledge domain? If so, I would say "yes". Normally you can't make such a check, but the ability obviates the need to make it and just says that you act as if you made it.

Assuming you refer to the "lore keeper" ability of the Knowledge domain: Yes, the ability says you gain information as if you had made the appropriate knowledge check; it doesn't require you to have any ranks in knowledge skills at all.
