Do you get the +3 bonus every time you put a rank in a class skill? I know the first time for sure you do, but do you get it every time?

You only get the +3 bonus the first time you put a rank into a class skill.
Bards with +24 in bluff by just putting ranks in it and their cha by 5th. Scary.
