Hey man, miscommunication is 90% of why relationships fail. Or some other believable statistic. And internet communication is so much worse. There's no tone, no body language, no external barometer to gauge how people react to anything that's posted. You're fine :)
I think that this summer is going to be a great opportunity to shake things up and refine our way of doing things. With all the excellent advice presented in this thread, from all these awesome people with tons of experience, I don't think our attendance can go anywhere but up.

How well would your system work if you were hard capped at 2 tables?
In 2009 I was hard capped at two tables. Yes, it worked.
There are multiple stores in the state that run PFS, all of which follow the same protocol I follow (my store was the vanguard for PFS within Colorado, and ultimately everyone followed my lead due to player pressure - they knew a good thing when they saw it). With the exception of my store, all of those stores run 1 or 2 tables at most. And, yes, it works for them.
I am so confidant, BigNorseWolf, that I would actually be willing to take over your location's coordinating for six months to see what happened. But all those hard things I mentioned would have to happen (changing habits and expectations). It might not be a popular choice at first (because change is hard) but I'm willing to bet a great deal that it would work, and after six months people would wonder why they had never done it that way in the first place.

They work very well. The store that I coordinate games for currently allows me two tables per time slot. Although I could probably get more if I asked.
One thing that I have not seen anyone say about advanced signups: If people know a week in advance (or more) that they won't be able to play on a certain day - they don't feel turned away in the same way they would if they showed up to play a game and were not able to play.
Also we are pretty spread out here in Denver and not spending an hour+ driving across town when you can't play one of the scenarios offered is actually a bonus.

Since I've seen this issue come up a few times down here - what's the official PFS policy when a player realizes halfway through the scenario that they've played it already?
Are they allowed to continue replaying for no credit, or should they be told (politely, mind you) to leave the table immediately?
(Assuming they're a fifth player, no GM replay stars, etc.)

At that point, the damage has been done so I'd argue that it's better to keep them there simply to maintain the APL. (But of course I'd argue that, nothing surprising.)
You should, however, be very clear that they should be more careful in keeping up their paperwork as this not appreciated by some GMs or organizers.
That being said, I have seen this happen, and it's happened to me a couple of times.

I'm now really looking forward to Season 9 and Memoirs of a Paracountess, part 2, Nosig. Somehow, I think I will be crushingly disappointed.

P.S. on a slightly more serious note, as a store coordinator with 4 game days a month at a store that has issues even carrying PF stuff, but is still crazy-welcoming to the PFS crowd, I'm following this thread with interest.

From the 5.0 guide to organized Play "Remember: the goal of replay is to make sure fun gaming happens, not to remove the fun from gaming.
There are two exceptions to these rules. All Tier 1 scenarios
and Tier 1–2 sanctioned modules are available for unlimited
replay with a 1st-level character for credit. The sanctioned
modules may also be played with a 2nd-level character
once for credit. GMs may receive another Chronicle sheet
each time they run one of the Tier 1 scenarios or Tier 1–2
sanctioned modules, but may only apply a Chronicle sheet
to one 2nd-level character per adventure."

I'm glad the thread got necro'd, actually, or else I wouldn't have re-stumbled upon it and its bucket of ideas for running a smoother PFS. I've been coordinating for over a year now, and it's been a pretty free-for-all chaos for most of that, but I think we can make it a workable thing with some of these ideas.
There may be contacting in the near future, Drogon, of the positive idea-cribbing variety. :D
