RAW, 0 rounds. No ifs, ands, or buts.

RAI, the spell's initial power isn't great enough to cause such effects, so the entanglement simply does not occur.

You could heighten ray of frost to an actual spell level, and it would entangle the opponent for whatever number of rounds it was heightened to. It would be the biggest waste of a spell slot and two metamagic feats I can think of, but that would work.


I was kind of thinking thats what it was, but Pathfinder and 3E often have a general rule of giving things a "minimum of 1".

It isn't a general rule. A lot of abilities and rules specify "minimum 1", so it isn't the case unless specified.
