Can the arcanist and the warpriest take feats that have class level requirements?

Arcanist is a alternative of the wizard so can it take Spell Mastery? If so, under what conditions? The Warpriest is a alternative fighter, so can it take Weapon Spec and stuff? And how do the levels stake with other feats like Channeling Scourge that interact with Cleric levels?

I know that there isn't a final answer yet, and we don't need a debate, but is there a ruling on how we should do this for this play test? I'd love an official answer so I can play test this.

Per Arcanist, it specifically lists Spell Mastery as a feat it can take in the bonus feats section.

Check the updates. They've specifically changed the Brawler to say it counts as Fighter and Monk for feat pre-requisites. So, a 4th level Brawler can take Weapon Specialization.
