Depends on your rules stance.

If you look at other Evocation [Force] effects written in Core (Spiritual Hammer), then no.

If you take the permissive route, it doesn't say it doesn't so it does.

I'd GM my game with it doesn't because Spiritual Hammer doesn't.

Spiritual Weapon explicitly does not provide or benefit from flanking. However, Spiritual Ally explicitly does. The text of Chain of Perdition does not specify, but the description reads a lot closer to Spiritual Ally than it does to Spiritual Weapon (especially how it occupies a particular 5-foot square), so I lean toward allowing it to benefit from flanking.
