Players have to step up and role play. The opportunity is always there. Even in combat, role play how your pc conducts themselves. That may be doing something other than the best tactics. </p>
<p>As an example I have dual weilding Dwarven Barbarian in the party, his best tactic is to wade in and use his flails. He rarely does that, his pc is always trying out the new item he picked up, or taking time to utilize noisy non-combat items to announce his presence on the battlefield. </p>
<p>Choosing to turn the game into a min-max tactical exercise is the choice of the party more so than the GM (unless the GM refuses to play any other way). The players need to walk around town, talk to the NPC's they encounter, come up with their own little side quests and adventures (getting cheese and sausage for breakfast, etc..). I've forced more than one party of hack and slashers towards distraction with these options as a player. </p>
<p>If you as the GM want to aid that just be ready to run with what the players throw out there. Also remember that you control the encounter, and can provide a negotiation out of any situation.
