So, in PFS a character can purchase 0 and 1st level scrolls as standard, plus scrolls found as reward. Is it legal to purchase such scrolls but pay for an increased caster level to get a better duration?

No... you can only purchase items as they are written out. Scrolls can be purchased depending on fame only either by the guidelines given in the 5.0 book, or as they are present on a Chronicle.

Just to make sure you saw LazarX's point, you can buy higher spell-level scrolls once your Fame is high enough, even if you don't find them on a Chronicle, as per the 5.0 guide. (Of the top of my head, you need to actually be a high level character to get spell level 7+ scrolls, but spell levels 6 and below just fall under your Fame purchase limit).
Also, if you own the Inner Sea Magic book, you can purchase Riffle Scrolls per those rules. They can be pretty pricey, since you are paying for the addition of the Silent Spell metamagic feat. But if you really want a scroll with a caster level 2 higher than minimum, that's a way to do it.

All potions, scrolls, and wands are available only at the minimum caster level unless found at a higher caster level on a Chronicle sheet.
How do you get around this line?

Not the 1 or 2 PP scrolls, but a regular scroll purchase?
Can you buy a scroll with 21 copies of Expeditious Retreat on it with 0 Fame, even though it costs 525 gold for the scroll?
How about a scroll with Cure MOderate Wounds on it twice? Do you need 9 Fame to buy that, even though two separate scrolls of it would only require 5 Fame?

As long as they are an Always Available item you just need the money to pay for it. So, yes you should be able to buy a scroll with 21 copies of Expeditious retreat on it for 525 gold and having 0 fame. (On a side note that would be one really long scroll. Unless I am mistaken it would be over 20 feet long.)

Heh, but it would fit, with 3 other scrolls, in a scroll case without an issue, if I remember teh scroll case description correctly.
What about the not always available Cure Moderate Wounds scroll question, any thoughts on that one?

I seem to remember something from Mike Brock or someone else in PFS that a scroll of multiple spells on the same scroll wasn't allowed in PFS.
What about the not always available Cure Moderate Wounds scroll question, any thoughts on that one?
You would require the fame for the value of the multi spell scroll.

I need to make a correction. After doing a search on the forums I found another post which made me reread the Guide. I saw my mistake that the always available scrolls you buy have a 50gp limit. So you would not be able to do the 21 copies of Expeditious Retreat for 525 gold unless you had 9 fame. You could do 20 with 5 fame. This would also apply to the Cure Moderate one as well.
@James Risner it is allowed as long as it is the same spell and is within fame limit.

Note that when he says "one spell", that doesn't mean "one copy of the spell", it just means "not an assortment of different spells".
FAQ
You can get a single scroll with multiple copies of the same spell.
Now, since you can buy such a scroll with Prestige, I presume this means it's a single "item". And if it's a "single item", then I presume that means Fame applies to the total price.
