Best scenario for running as modules outside of PFS?

A lot of the scenarios I've seen are pretty dependent on PC membership in the society for the hooks to work (You're going here because you were ordered to.), and most are pretty disconnected from eachother (see the first). Any recommendations for ones that form arcs (or can be made into one with relatively little effort) and have more interesting hooks?

I've been recommended the ones with the Blakros Museum, which seems like a decent start.

Check out the list of scenarios on Pathfinder Wiki. The 'metaplot' column gives you an idea of which scenarios form arcs. I think the Quest for Perfection series could be used for a decent module in Tian Xia.
