If I use the starting 150gp to buy a compact spellbook, can I put my initial allotment of spells in it instead of the free spellbook, or do I need to pay the scribing cost?

You'd have to pay the scribing costs to transfer from your free spellbook to the compact spellbook.

Pretty much, whether you want one or not, you get the free starter spellbook with your starting spells in it. Any adjustments after that are done at normal prices.

Armor is usually the big killer in weight when it comes encumbrance. So you shouldn't need s compact spellbook.
A potion of CLW, few mundane pieces of equipment (silk rope and grappling hook, measuring twine), alchemist's fire or flask of acid, if you didn't get a weapon as a bonded object don't forget a dagger.

It won't come up low level but a pair of smoked goggles will make you stylish as hell.

If you are an elf you may as well grab a bow. It'll give you a longish range option in case something isn't in range of ray of frost. And your dex will prolly be decent enough at this level to hit something.
