Is there a possible way to take Angel Wings at lvl 10?

Angel Wings has a prerequisite of character level 10, and it's not a combat feat.

Is anyone actually capable of getting this feat at level 10?

I don't think you quite understood the question he was asking.

And I'm sure there's some sort of weird corner case that lets you get a non-restricted Feat at 10th level SOMEWHERE.

I don't know what it IS, but there's one for almost everything else.

Another option might be if a Prestige Class grants a feat and has some clause that if you already possess it, you can choose any other feat you qualify for instead. Though, you'd have to time the levels just right...

And I'm not sure if those PrC bonus feats tend to say any feat or specify combat feat, etc... And I'm too lazy to check.

Take a feat you won't care about later on (or an item creation feat) then retrain it once you get to level 10. After you already make the item you want and the feat becomes of no more use to you, seems like the best option.

Loremaster has a "Secret" that grants them any one feat. You need to have a Lore Score of 8 or higher so that means if you only want to dip on leve you need an Intelligence of 24+.

Wizard 7/Loremaster 3 with an int of 20 can take it at 10th level.

I think they just wanted to put an appropriate limit on when you get wings.
