Confused about GM Core Assumption

forgive me if i'm dense or missed something, but

in Additional resources it says
Since the core assumption for Pathfinder Society Organized Play is the Pathfinder RPG Core Rulebook, Pathfinder Campaign Setting: Pathfinder Society Field Guide, and the Pathfinder RPG Bestiary,

in organised play guide 5.0 it says
Pathfinder Society Organized Play assumes that every player has the following resources.
• Pathfinder RPG Core Rulebook
• Guide to Pathfinder Society Organized Play (this document)
Additionally, a GM should have access to all books in the Pathfinder Roleplaying Game line of hardcover rulebooks, whether a physical or electronic copy

so what exactly are we meant to have ?

Remember that the changes in the new Guide to Organized Play do not take effect until August 14th. Additional Resource page is the current assumption, and Guide 5.0 is what it will be in a little over a week. As of right now the Core Assumption for players is the stuff listed in the Additional Resources. GMs should have access to the hardcover books if they need them. (They are on the PRD after all.)

Actually, other than the Field Guide being removed from the core assumption, I don't believe this is different in the new 5.0 version of the Guide to Organized Play.

Basically, what it means is that when you GM, it's assumed that you have access to the PRD, so anything in any of those books might pop up in a scenario. This really only applies to prepping before hand, since you might not have access to the internet at your gaming site, which is why players have to bring those books with them if they use anything from them.

It basically means that GMs can be reasonably expected to prep anything in the PRD. It does not mean that they have to own all the books.

The only issue that comes up is running something cold w/o prep. This happens, but there's a good chance most of the material you'll need will be available at the table or someone can access the PRD on their phone. If none of those are available, consider switching scenarios or simply just doing the best you can.

A lot of the newer scenarios make reference to other books instead of printing the full statblock or ability description. You'll need to have access to the source material (whether through hard copy, pdf, or the prd) in order to properly run the scenario. Like Kyle said, this shouldn't be an issue unless you are running something cold.
