The Beast Rider Archetype has a list of mounts to chose from, then goes on to invalidate a number of those mounts. Can they or can they not choose from the entire list given?
At 7th level, he can also choose a dinosaur (deinonychus or velociraptor)
Medium beast rider can also choose an allosaurus, ankylosaurus, arsinoitherium, aurochs, bison, brachiosaurus, elephant, glyptodon, hippopotamus, lion, mastodon, megaloceros, snapping turtle (giant), tiger, triceratops, or tyrannosaurus as his mount.
A beast rider cannot choose a mount that is not capable of bearing his weight, that has fewer than four legs, or that has a fly speed

While I am sad about the clause about no mounts with the ability to fly, the contradiction of "cannot choose a mount ... that has fewer than four legs" following a list that HAS mounts with fewer than four legs is... truly painful.

So there is a specific list of creatures, some of which seem to have only two legs. Later, there is an option to choose literally anything in any bestiary that can serve as an animal companion. That later part had some extra restrictions applied that those specific creatures must have 4 or more legs, a restriction not applied to the listed creatures.
As for me, I might also interpret this to mean that the bipedal dinosaurs listed are considered to have 4 legs, it's just that two are quite big and strong and two are shorter and weaker - but those two shorter weaker (front) legs are still legs that end in foot-like claws, not really arms with hands.
The bit about not having fewer than 4 legs restricts choosing things like large snakes or apes.

I choose to believe "A beast rider cannot choose a mount that is not capable of bearing his weight, that has fewer than four legs, or that has a fly speed" means you only have to abide by one of those 3 restrictions.
Because I want my hippogriff-rider and think the rule is stupid.
It is not just that rule that stops the hippogriff-rider. There is also the part where it has to be available as an animal companion, which hippogriff isn't.
... In addition, a 7th-level or higher Medium beast rider can select any creature whose natural size is Large or Huge, provided that creature is normally available as a Medium-sized animal companion at 7th level (like a bear). To generate statistics for such a mount, apply the following modifications: Size Large; Ability Scores Str +2, Dex –2, Con +2. Increase the damage of each of the mount's natural attacks by one die size. A beast rider cannot choose a mount that is not capable of bearing his weight, that has fewer than four legs, or that has a fly speed (although the GM may allow mounts with a swim speed in certain environments).
