Where in Avistan would you find Flamenco dancing?

Been checking out some music on YouTube, and found a classic from FFIX: the Vamo'Alla Flamenco. And it got me to wondering where you'd find this music playing in the Inner Sea region.

My first guess would be to go with Taldor, although I think Cheliax might work as a second option.

Flamenco has influences from Iberian and Romani culture. The closest Golarion equivalents being Cheliax and Varisia, I'm gonna guess Korvosa.
