Character confusion

I attempted to get PFS started up several months ago; got through the First Steps trilogy, but it fell through thereafter.

Finally have a new solid group to run with; and one of the people is one from the previous group. He has since lost his old character. Since he never 'officially' leveled up to 2nd level before it fell apart; I am of the understanding he can 'retcon', and make a brand new character, as long as he keeps the same PF Character number.

Do I need to fill out any special form or make a note to represent him switching characters? And if so, what happens if neither him or myself have his old character sheet or chronicle sheets?

Under the rebuild rules, so long as he never played a game as a level 2, he can make a new level 2 - assuming he has the chronicles, at least.

You can always make a new character in PFS - just make them the next character in line. PFS numbers have a number followed by a dash - the number after the dash is the number of the specific character, while the first number identifies the player.

Draven, when you ran your first group, did you report your event? Since you and the other player do not have your chronicle sheets, you will need to contact the person who GMd the sessions. If you GMd them, there is nothing that says you can not reprint the chronicles. The online reporting is for accounting to Paizo and acts as a backup for your chronicles for issues such as this. The paper chronicle are what matter. If you make changes to your characters under Level 1 rebuild, the changes should be documented on the most recent chronicle when the changes were made. I did report most of them. Still haven't finished reporting the third part x.x. I guess the main question I'm looking at atm is whether my player can just restart completely fresh with a new character. No carrying over, old chronicle sheets, etc.

He can start a brand new character as is -2 character and just assume his 1st character is retired if he wants.

Or since he never played his 1st character at 2nd level, he can rebuild it to whatever he wants, and since you were the GM, you can issue him new chronicles.
