Umm...considering it is one of the best ways to do TWF...I'm gonna say yes.
Options 1) use a ranger. Pump up str to crazy levels and gain TWF via ranger class and grab shield feats. Have fun vs favored enemies even more.
Option 2) use a fighter. Use your gobs of feats. You will be a bit stretched for stats however.
Option 3) use an EK. Have fun with size modifications. Good luck on the system mastery to make this work...but I CAN work (I do it all the time in fact).

Use a Heavy Spiked Shield enchanted with +4 for defense and enchanted with Bashing, Holy, and Speed for offense so when u are shield bashing ur shield counts as a +5 holy weapon that does 1d10+str that also does not take the two-weapon fighting penalty and keeping shield bonus to AC. When ever u score a crit with ur Scimitar, on a 15-20 dice roll, u get a free shield bash and sunder while also giving the target the Exhausted and Sickened condition. Scimitar should also be enchanted with Speed to give u 5 attempts to get a free shield bash on those crits. If ur lucky u can get 14 attacks in a single round.

Option 0: Take the shield combat style for Shield Slam at lvl 2, Shield Master at lvl 6. Use a spiked heavy shield as your primary and a hatchet in your off hand. Get Dex 15 or 16 for TWF.

Prefer str and dumping dex. More damage that way. If your gonna pump up dex to 15/16, I'd rather build up a fighter.

If I were building this, though I'm not sure why Combat Expertise if its necessary for something I would drop Int to 13 and bring Con up to 13 as well.

Going Brawler, you back it up with Armor Spikes.
Combine Shield Slam and Spiked Destroyer, and destroy some sh*t.

I add Combat Expertise because the characters prime directive is not to dpr like a power house. Its prime directive is to be the parties wall with moderate dpr capability. After all there times were the sword and board character can not act and in those times its best to act as a wall since its the parties shield. The crit portion of it is to give decent debuffs as a only a fighter can by breaking armor and weapons and applying sickness and exhaustion debuffs on the target. If the party wizard is worth its existence it should have the Make Whole spell to repair any damage items obtained. Not to mention u have to take into consideration the levels between 1-20 not just levels 1 and 20. U have to climb the later to get to the top and there are a lot of steps in to get there kids. I will admit though con is not as high as i wished it but i perfer havin the skill points so i can do some thing outside of combat other than stand there and go "thug cant read, thug smash" like most fighters/barbarians that dump there int.

a sword and board is never top DPR but you could stil focus on it more
with 17 dex to start out i wouldnt worry about the 11 con alkthough i would bring int down to 12 and push con up tho
considerign 17 dex and a heavy shield he is gonna have 20+ac at lvl 1 this is pritty high enchanting both the shield and armor for only 2k ads another 2 AC at around lvl 3-4 adding 1 more dex at 4 ads another 1!

i want to make this work but am not sure how, since it seem like I'll have to invest 3 or 4 feats just to be able to use two weapon fighting, and a heavy metal shield is not even a light weapon, and only deal 1d4.
Any way to make a powerful shield bashing, sword wielding fighter?
YES!
1) Feats, Shield spikes and the Bashing property on the heavy shield will up the damage on a heavy shield to 2d6, and Shield Master means you attack with no penalty with it. Good enough for you?
2) Use a light weapon in your other hand and designate your shield as your 'Main Hand' and you only get a -2 penalty on the 'off hand'.
3) Weapon Training for a fighter will give you +4 to hit and damage on your weapon, +3 on your shield, and Shield Master means your shield is hitting more often than the rest of you.
Doesn't matter which martial character you use, this blend gives you the best combination of offence and defence available.
