Where on Golarion would Scottish Highlander types come from? (I mean complete with Kilts and Bagpipes.)

Are these supposed to be Dwarves?

I don't know of any specific Scottish-esque cultures in Golarion, but I think your best bet would be some island in the Steaming Sea.

I believe the western part of Cheliax has winged residents who resist the Cheliaxian ruling house and are in danger of being crushed for that. I could be misremembering that but if it's right, then thrown in Brian Blessed as king of the Hawkman, slap a Scottish burr on them, and you've got occupied Scotland hoping for a new "The Bruce" ;)

The Glenebon Highlands of the southeastern Numeria/NNW River Kingdoms come readily to mind as well.

Or, have a mythic character that can only be slain by beheading...

Grand Lodge

Ridge is talking about the Strix -- a monster race also found in the Inner Sea Guide but illustrated remarkably well in the second half of the Pathfinder novel, Nightglass.

Based on the culture, society and personality of the Strix in Nightglass, they are decidedly not Scots with wings.

Not that you need to care about the Pathfinder novels.

Going over the options, I do think that Golarion's Dwarves might be the best analog.

I don't think there's been any mention of such a thing on Golarion, or even something close to that (so far).

Although the Osirians wear kilts, at least.

Personally, as a Scot, I've never taken to the Scottish-sounding dwarves cliche. It's so very World of Warcraft, and they don't even particularly do it well I think. If anything I would say dwarves sound Russian! :P

I would go with RainyDayNinjas suggestion and place the accent somewhere in the Steaming Sea. Somewhere the weather is always grey, raining and cold as it falls across sweeping green glens and towering volcanic rock. But personally - I would definitely make it a human accent.

I like the "Mexican" or "Spanish" Dwarves thing that has been going 'round the last while. It was quite fascinating.
