GMs generally don't like Leadership because it adds an extra character to the party (which means more turns, actions, and less limelight for others) and also because players abuse it (with things like item crafting cohorts).
If you explain to your GM your intention, then perhaps he will allow it in this particular instance. Since the dragon cohort is a mount, it will be acting on your turn and the two of you will essentially share actions. That means it's not stealing any more spot light from the other players than a traditional mount would.
Because monster cohorts tend to be FAR weaker than normal cohorts, your GM need not worry about balance issues quite as much either. Since it's a monster, serious item crafting or other known abuses of the feat aren't likely to surface either.
Explain that to him. Maybe you'll get your dragon. If he doesn't go for it, then he is either being unreasonable, or doesn't want you to have a dragon pet at all.
The only other alternative I can think of is to play a summoner and describe your eidolon as being a dragon.

Diplomacy; you could talk to a dragon and see if it would be amenable to being your noble steed … However your noble steed may have differing idea’s than you do on the matter so you will need a shed load of diplomacy and asbestos underwear.
Be very special friends with a spell caster able to case dragon form and buy them a new saddle with a cheeky wink.
Cast really good illusions …
