There is no culture that I have seen in Golgarion that rides large cats. And really, a saddle for a cat would have to be specially made to account for how their spines work. So we need clarification there.
<p>That said, several magical saddles specifically state they work on any animal and magical beast like the war saddle from Knights of the inner sea. The Saddle of good hope, only horses. Each magic saddle is a case by case basis.</p>
