does cloak of displacement - minor provide concealment

since it refers to the blur spell i would assume it provides concealment like blur does.

Cloak of Displacement, Minor:
This item appears to be a normal cloak, with a pattern very similar to a major cloak of displacement’s nocturnal designs, but when worn its magical properties distort and warp light waves. This displacement works similar to the blur spell, granting a 20% miss chance on attacks against the wearer. It functions continually.

Miss chance is NOT concealment.

However, since it references the blur spell, which explicitly grants concealment, you should be okay for things like using Stealth (they won't see you, just an unidentifiable blur in your square).
