There is no "standard item" in the core rulebooks I know of that grants ANY feat. There are some that duplicate the effects of a feat, which isn't the same thing. The "keen weapon" item duplicates the effect of the "improved critical" feat, but having a keen weapon will not allow you to choose additional feats which may have "improved critical" as a pre-requisite.
So what you seem to be asking for is an item that actually grants the feat itself and reading between the lines of your post, it would appear that you want that item precisely so that you can choose feats which would use the item-granted feat as a pre-requisite.
That's purely a GM question. There are no rules to allow it in the core. It's between you and your GM.

Pretty much. RAW, there are no items that actually grant feats (well...there is an Ioun Stone with Alertness as a feat, and there are rules to construct items like that, but Ioun Stones have different crafting rules; those can be easily destroyed, nor is that what you're looking for), and RAW, there is no guidelines for constructing an item that actually has a feat.
There may be items like this back in 3.X, but Pathfinder is technically its own game, independant of the D&D franchise, meaning 3.X doesn't really apply. However, if it's a home game, and you have access to 3.X books/content, it's something you can propose to your GM. But RAW, you're out of luck.
