I have been having fun with this concept on a very meta-level. From the "outside" it looks like a conspiracy to undermine factions, and from the Lamplighter name, it seemed to implicate the Lantern and the Shadow lodges (who have now succumbed, perhaps due to the dis-information campaign prepared by the actual conspirators behind the Lamplighters). I have been playing up this "conspiracy theory" on the Faction boards by saying cryptic things whenever I find such a gathering. It's been kind of fun in it's own special way.
However, the entry requirements ARE kind of stringent. I think that you should make it more so, and add a requirement that every Lamplighter has to make at least one faction post per month IN CHARACTER
