When I DM I find that not a lot of characters take craft skills at the start on their game. So I tell people that if they take the craft skill at first level they can start with one item at the cost as if they created that item. Is there anyway this can be incorporated into pfs?

Not speaking necessairly for MnM ... but more than likely this would not be incorporated into society play ... although it's a great option for a home rules game.

Why do you need to incentivize Craft skills at first level? Especially in Society play, where regular crafting is off-limits. Unless you're an alchemist or gunslinger (who need Craft(alchemy)), Craft skills are just an alternative to Profession and Perform skills for Day Job rolls. So pretty much just for fluff (and for the record, my Lore Warden has a rank in Craft(fiction) for his Day Job, so he can give NPCs copies of his novel manuscript for them to review and critique).
