I have a question/idea: Could it be possible that I use 3 sets of 5 races (for a total of 15 races)? The reason why I'm asking is because...I want flexibility in choices for character creation. I would downplay the stats of some of the more "powerful" choices, so that everyone's equal.
Um, if you're the GM you can have any amount of races you want in your campaign. I don't really understand your question.

Well, you basically answered my question...I was asking if there was a limit that GM's could put into the number of playable races.

If you are the GM (and it's not PFS), the list of available races is decided by you (possibly after some discussion with the players about what kind of game they'd like to play, in what kind of world and so on). You don't need any rules to tell you that you must or must not make certain races available.

I allow custom races in my games, but to reflect the proportions and rarity (in my current campain), I make the players roll a d20
1-4: Human only
5-15: Any core races (gnome, halfling, human, etc)
15-19: Any race (Bestiary okay, or any race in print)
20: All of the above, plus custom race (as long as I approve).
I make exceptions for good backstories and solid rp, though.
