I find it really weird how a Human with that racial heritage feat qualifies for Witch Doctor but a Half Orc doesn't =P. Well, that's PFS for you.
But yeah, as weird as it is, a Witch Doctor is a great tank and you get to be a huge badass while you do it.
I thought scarred witch doctor was off the table. I do not have the book in question, but when toying with the idea of making one, someone told me the line "In Chapter 2, nothing from the catfolk, drow, hobgoblins, kobolds, orcs, and ratfolk entries are currently legal for play." bars it.
