If you are using GM credit to advance your character past level 1 without playing the character first, I believe you are fine in waiting to buy gear until just before you actually play the character. In fact, you don't even have to build the character until just before you play it the first time.
There is only one Chronicle sheet per adventure. Use the same one the players use. I make a note under my signature that it is "GM credit" so anyone checking my sheets knows that I know it is a GM credit sheet.

Jasperzig, in our store some judges come to me (as store coordinator) to sign their chronicle sheets for their judge credits. That way there's a 'higher authority' signing it for legality.
There is NO need for it, but it makes them feel more comfortable and of course I don't mind as it only takes a few seconds to do. If you're uncomfortable, you might do the same, or see your neighborhood Venture Officer.

Would you all agree in regards to wizards scribing scrolls, or other characters making handle animal checks, etc?
It would seem odd to initial my own scribe scroll, handle animal checks, etc.
You can Take 10 on those types of rolls, however, if the roll must be witnessed, then the GM doesn't get to do it for a GM Credit sheet. AFAIK
