Ezren level 1 PFS Pregen has a +7 on Hand of the Apprentice. Is that right?

My understanding of hand of the apprentice, is that you use INT instead of DEX to strike within 30ft.

As a standard action, you can make a single attack using a melee weapon at a range of 30 feet. This attack is treated as a ranged attack with a thrown weapon, except that you add your Intelligence modifier on the attack roll instead of your Dexterity modifier (damage still relies on Strength). This ability cannot be used to perform a combat maneuver. You can use this ability a number of times per day equal to 3 + your Intelligence modifier."

So, at level one, with 18 INT, he gains a +4, and his cane is masterwork (because of arcane bond) which gives him a +1 for a total of +5.

The only way to get to +7, the way I understand it.. is if you also added his DEX to get him there.

Is there a chance this is a mistake?

It probably is a mistake. If the 5th level or 7th level pregen for Ezren has the same bonus than it was probably a copy and paste job that was missed. If not I can't think of any reason that an additional +2 at 1st level would come into play other than adding the Dex to it incorrectly.

The stat block also conflicts with the Special Abilities section below it, which agrees with your +5:

What feats does he have and what's his BAB?

Well he's a level 1 wizard, so his BAB is 0. I am unaware of feats, but I don't suspect he has one that gives a +2 to this ability.

To answer your question Curmudgeonly, his feats are:
Combat Casting, Great Fortitude and Spell Focus (evocation).

Elvis is right, the "special abilities" section says he has a +5 to hit.
Which would make sense.

So the +7 to hit seen in "special attacks" is without a doubt a mistake.
I would suggest to have this corrected.

How does he have 3 feats at level one being a human wizard?

One for level 1, one for human bonus feat, and Scribe Scroll is a bonus feat for wizards at level 1 that is replaced with Spell Focus in PFS.

Spell Focus is bonus (instead of Scribe Scroll because organized play). First level character plus bonus human feat.
