There may be a lower limit to the size of troll bit which can regenerate but it is beyond practical measurement. If a party wants to get a microscope and separate each cell then rupture it I might be forced to make a determination, but burning is usually much easier.

lol that little scrap of troll fingernail or troll hair that got stuck in your sword pommel or in the lacings of your shoes starts to grow back into a troll. Imagine bringing it back to your home and not checking it for a couple of weeks.

Funny story here. I once had a player who's character decided to abuse this new found lore. His character was perpetually curious about such things, often in very morbid ways. For reference he was a Gnomish Barbarian Titan Mauler who used 2 bastard swords. He often licked the oddest things to see what they tasted like. He had a pretty low Int and this often got him into more trouble than it was worth with the rest of the party *facepalm*ing.
He decided after killing a troll that he wanted to know what it tasted like. He liked the taste. He was ecstatic. No one understood until he explained that he has found an endless supply of his new favorite food. He exemplified this by lopping off the head of the troll, tieing it's hair together and slinging it over his shoulder. He frequently would spoon out raw troll brain to eat.
He eventually got annoyed by having to frequently stop to tenderize his meat (keep the head at negative hitpoints) even though doing so was a pretty trivial matter with his relative damage output. Being a creative and industrious (if not horribly and morbidly mislead) he decided to cap off the neck of the skull. I ruled that as the flesh attempted to regrow through the cap that this caused damage to the troll such that it could never become positive HP. However, the insides of the skull would constantly regrow thus allowing for an unlimited "tasty" food source.
He also later decided to add a lantern to the inside of the skull pointed forward which made for an eerie jack-o-lantern. I often mused about what would happen should this troll head ever be allowed to regenerate into the positives. Ah... good times. Good times.

If players keep dealing damage to a troll how low can it's hit points go?
To the point that you decide it's reduced to dust and damaging it becomes less feasible than it's worth.
