The Nonchalant Thuggery trait grants the benefit of a "+4 trait bonus on Bluff checks to keep others from noticing your aggressive actions." I find this wording a bit vague. What exactly constitutes an "aggressive action?" Is it entirely up to the GM's discretion?
The specific caveat I was mulling over has to do with the rogue's Burglar archetype. This archetype offers the handy Distraction ability:
At 8th level, whenever a burglar is detected while using Stealth, she can immediately attempt a Bluff skill check opposed by the Sense Motive skill of the creature that spotted her. If this check succeeds, the target assumes that the noise was something innocent and disregards the detection. This only functions if the creature cannot see the rogue. This ability can only be used once during a given Stealth attempt. If the same creature detects the rogue’s presence again, the ability has no effect.
Under what circumstances would the +4 bonus from Nonchalant Thuggery apply to the Distraction ability, if at all? Would sneaking past a guard constitute an "aggressive action"? What about sneaking behind the guard to plant a dagger in his back? Would pickpocketing a person or burgling their home be considered "aggressive?"
Any thoughts?

They wouldn't stack due to opposing each other. One bonus is for being seen while doing something aggressive in plain sight.
Example 1:
Guard1: "Did he just steal money from that man in plain sight?"
Guard2: "Nah, I saw him shake his hand and he gave him a few coins, he must know him."
Narrative: What happened, the rogue crushed his grip and threatened to knife the man unless he paid his protection fees he owes, all with a Cheshire smile and a wink to the guards.
They other bonus is for tricking someone that detected you, but hasn't yet seen you, that the noise (or whatever) was normal and to disregard it.
Example 2:
Guard1 whispers "Did you hear that?!"
Guard2: "Here what?"
G1: "That noise, sounded like someone sneaking around back there."
/Thief makes a cat noise.
"Meow."
G2 "You idiot, it's a cat."
G1 "Oh. I feel dumb, lets continue on."

Alternatively, they could interact, if one goes badly.
Example 3:
/Thief, noticed by Guard3, brings him down a short ways away from G1 and G2, and sticks a knife to his throat, warning him to keep quiet.
Guard1 whispers "Did you hear that?!"
Guard2: "Here what?"
G1: "That noise, sounded like someone sneaking around back there."
/Thief makes a cat noise.
"Meow."
G2 "You idiot, it's a cat."
G1 "Oh. I feel dumb, lets continue on. ... Wait! There's a guy over there! And it's good 'ol Guard3! He looks out of it! Hey, you! What'r'you up too?!"
/Thief quickly moves the knife to G3's back.
Thief: "Oh, nothing officers! Just takin' a tour with my drinkin' buddy here! Ain't that right, pall?"
/Thief nods knowingly at G3.
/G3 nods, nervously, but trying not to look nervous.
G2 "Hmph. Be careful, 'cause there's a famous thief 'round here!"
Also, I'm presuming guard number two has a lower wisdom score/modifier, 'cause he's the one that keeps falling for it.

you know when you shot an arrow in the head of an npc while stealthing then 3 seconds later the npc says "it must have been my imagination" then goes back to doing what he was doing.
that is what the trait is for.
Ha! You're absolutely right - the DC modifier for an impossible lie is only -20, which should be quite doable for a dedicated bluffer.
