Tonight a PC with profession: Brewer rolled to determine the quality of the Brew. He got a 15, and there was some discussion of how to imagine these results. I supposed that "tavern standard" would be DC 10, and so a DC 15 beer would be "one standard deviation" greater in quality. A player proposed that Pabst Blue Ribbon would be a DC 10 beer, while Sam Adams would be DC 15.
What say you?

Taking 10, 1 skill and +3 for a class skill we get a total of 14.
Make it 15 to use the common progression of the DC.
That would be the "tavern standard" in my world.
Low quality material, -2 to skill check
Bad equipment - 2
Not clearing regularly the equipment -2
Not professional brewer -3 (someone that hasn't craft (brewer) as a class skill)
You can easily get a -9 to the skill check, so the worst thing that can still be called "beer" (with a lot of imagination) would have a craft DC of 5.
Getting positive modifiers or better skill is harder for NPC that don't have much in the way of levels a beer that require a DC 20 check will be noticeably better that a beer with a 15 DC and a DC 25 better would be famous in a very large region.

And combine the profession (brewer) with brew potions. Why quaff a healing potion when you can quaff a healing beer instead! You can get progressively drunker the further into the dungeon you go.
I'd say the higher quality beers with DCs 20+ would be made by monks (monks of the Friar Tuck variety) up in their mountain monasteries. Although they would likely be challenged by the dwarf beers.
