Arcane Blast
You can convert any spell into an attack.
Prerequisites: Arcane spellcaster, caster level 10th.
Benefit: As a standard action, you can sacrifice a prepared spell or unused spell slot of 1st level or higher and transform it into a ray, targeting any foe within 30 feet as a ranged touch attack. This attack deals 2d6 points of damage plus an additional 1d6 points of damage for every level of the spell or spell slot you sacrificed. 0-level spells may not be sacrificed in this manner.
This is a supernatural ability.
Since you can convert spell slots to rays, would a wizard be subjected to armor check penalties(spell failure) if wearing armor and using the arcane blast feat.

Could you use Divine spells for this? With the prerequisites being "Arcane spellcaster, caster level 10th" and not "10th level Arcane spellcaster" and the description only mentioning prepared spells or unused slots, a Wizard 1/Cleric 10 could outblast the traditional blasters. And talk about versatility, when your spell can be itself, or a healing spell, or a ray attack!

RAI, pretty clearly no. It's an Arcane blast which requires you to be an arcane spellcaster.
That being said, as you point out there's nothing saying that you need to actually use an arcane spell slot to activate the feat, so RAW it seems perfectly legal.
