From what I understand, the main part of the Grand Convocation is open, so no need for sign-up. It's only the finale that has limited openings (about 180, if I recall). So, they'll admit ticketed folks first, then let in open players until the cap is reached.
As far as the rest of PFS, it's a good idea to show up anyway. If there are tables with openings, they'll work hard to make sure as many people as possible are seated.

The main part of the event is open, though. So everyone pretty much gets in. It's the very end event that has the cap on it. But there's still plenty of stuff for folks to do at the Convocation before they even get to that part.
And trust me, there's plenty of other things at PaizoCon that make the trip worth it. I've been to every single one except the very first, and every year it's been one of the best Con experiences I've ever had.
