What is the punishment doled out to souls on the 8th layer of hell? The book of the damned lays out a lot of detail on what goes on in the layers above it and the 9th is kind of just Asmodeus's home but Caina does seem to house damned souls but doesn't give much on what kinds of people end up in that layer or what is done with them.

If they're going the traditional layout found in Dante, then the 8th is where those guilty of fraud are kept. Panderers, seducers, flatterers, corrupt politicians, hypocrites...preying upon the desires and needs of others for their own gain.

About every half hour, a devil comes by your cage, sipping some coffee, and Just. Will. Not. Shut. Up about how much better you have it than those poor saps downstairs.

That's actually the 7th layer aka the Cocytus, which is odd as the whole freezing ring was actually the last layer in the divine comedy before you reached Satan himself.

Well, "what is the punishment souls get in Caina" and "which souls get sent to Caina" are really two different questions.

The first is answered in both The Great Beyond and Book of the Damned Vol. 1, and has to do with being caged for all eternity with no tongue and being whispered terrible secrets you cannot repeat.

As far as who ends up there, it's not specified, but given what Mephistopheles is known for, I'm with Shadowborn - con artists and the like.
