What I'm trying to do is create an eidolon for an NPC who is a half-elven master summoner. The guy is kind of a fop, and he uses his eidolon essentially as a 'research assistant' and paramour, creating her as a physically attractive always superbly dressed girl with a vast array of knowledges and linguistic skills.
Below I'm going to list the build that I've put together using the rules as they currently exist, but I have to say that there really should be an option to have a non-combat eidolon. Mainly that there should be a base form that emphasizes the mental rather than the physical attributes, that evolution points should be able to buy skill ranks, perhaps on a 1:2 or 1:4 basis.
My initial thoughts would be something like this:
Starting Statistics: Size Medium; Speed 30 ft.; AC +2 natural armor; Saves Fort (bad), Ref (good), Will (good); Attack 1d8; Ability Scores Str 10, Dex 7, Con 11, Int 14, Wis 14, Cha 13; Free Evolutions limbs (arms), limbs (legs), slam.
Instead of a Strength/Dexterity bonus the Eidolon advances Intelligence/Wisdom and pretty much everything stays the same. Thoughts?

The concept of a non-combat 'gal Friday', Sancho or such is an interesting RP function. When you write this up and get it published, I plan to buy and use it for a NPC's 'butler'.
Yes, he plans for her to be his 'face', handling his negotiations and doing general all-around servant type work while also serving as his repository of knowledge.
If anyone ever read X-Men, think of the character Sage but a bit more subserviant. Lots of uses for an NPC that you can comminicate telepathically with.

What does everyone think about the base stats/progression for the non-combat eidolon form above? Perhaps double the skill points granted and lose the AC progression as well?

Have you considered using an adaptation of the new archetype for monster summoners in Rite Publishing's Faces of the Tarnished Souk: The Ghost-Light that Dreamed, Gozutozawa?
The archetype is meant for monsters that take summoner class levels, but its main feature is that it allows for summoning an eidolon that's essentially a member of a humanoid race. It sounds like this could be easily adapted (ignoring the "for monsters only" part of the archetype) to your character.

I like it Mercurial... I am uncertain how such an eidolon would play. But I say go for it. Play test the option and if it works well submit the option to the developers. Maybe they will toss it into a splat book as an option for everyone later.
I love the idea of Nemu as an eidolon as well Laithoron.

Even though you are not making your eidolon into a combat monster, you may want to consider going with either the evolutionist archetype or no archetype at all in order to pump as many hit dice (and thus caster levels and maximum skill ranks) and evolution points into your eidolon as possible. If you make your summoner a half-elf, take the half-elf summoner favored class bonus at every level, and take the Extra Evolution feat as often as possible, your eidolon will have 35 evolution points by the time your summoner reaches 20th level.
With those points, and giving every possible ability score increase to charisma, you can give your eidolon a charisma of 22 at level 18 and above, at a cost of 8 evolution points. For another 6 points you can give the eidolon an intelligence of 13. Max out the Use Magic Device skill, take Skilled (Use Magic Device), and spend the remaining evolution points for Basic/Minor/Major/Ultimage Magic and Dimension Door evolutions, and you have a highly magical assistant who is almost a spellcaster.
An interesting alternative would approach that would give you an "I Dream of Jeannie" feel would be to make the summoner the "genie" and the eidolon the "master", a warrior from another world. Whenever the eidolon is summoned (especially if he is summoned at night), he would demand to be returned to the "real world" as soon as possible. Of course, the "genie" is under no particular compulsion to obey her "master" while he is in her world.
For this scenario, the worlds of "genie" and "master" would be about 12 hours out of synch, so that each can be present in the other's world when they are asleep. The player of the "genie" can make up whatever he wants about what happens in the eidolon's world, as it has no possible impact on the summoner's world (the one where the game is set), assuming that any attempt by the "master" to summon the "genie" while she is conscious in her own world automatically fails.
