Tiny Creatures Use Dex for Climb & Swim?

I thought there was a rule somewhere that said that tiny or smaller creatures could use Dex instead of Str for the Climb and Swim skills. Where can I find this rule, I cannot locate it anywhere...

To be on the pedantic side, this applies to all tiny or smaller creatures?

And we can consider this a universal monster rule?

Could a small PC have reduce person cast on him and take advantage of this?

UNKNOWN.

It's not the only place we've applied that rule, and it's probably intended for all Tiny or smaller creatures, but I think it's worth a FAQ-click.

Tiny creatures, Climb, and Swim: Should all Tiny creatures use Dex instead of Str for Climb and Swim skill checks, or is that just for familiars?

Any creature of Tiny or smaller size should use its Dex modifier instead of its Str modifier for Climb and Swim checks. This will be added to Bestiary 4 as a new Universal Monster Rule.
