Now lets consider the case where the entire army walks in and then declares war... or just a large group of people walks in and dares the 'defenders' to preemptively declare hostilities in order to expel them.

It should not be possible for an army to start and finish a war during off-peak hours; battles need to take enough time that everyone has a chance to participate.

I totally agree with this, with respect to Forts and Settlements, and possibly Inns. I'm not so sure about Watchtowers and Hideouts.

I hope that the blog's statement that "Forts can only be destroyed by siege engines" means that it will also take a significant amount of time.

I meant I was hoping there would be a building called the 'Barracks' in the Controlled or 'Safe' Hexes where players could log out to turn their characters into Marshals. ... a Player can choose to leave their character at the Barracks. Or they can leave them at the Smithy. Or the local College. Or out in the Wilds. Where-ever the character is, something should be the result.

Some examples:

Barracks means your character is 'added' to the pool of available NPC Guards (Marshals) if the region is under heavy attack when players are not around.

Smithy means your character spends the time offline pursing a trade of some kind, slowly leveling up (much slower than actual online training) and produces items for the local market, thereby increasing the item pool for people to buy, trade or use to craft more complex items.

I like the idea that log out location choice matters to the player or the settlement. But if the basic default is that characters train skill over time, I'd think it should work the other way around.

A player who logs off at the smithy gains normal skill.

But a player who logs at the barracks (to increase settlement defense) is actually looking at a lot of dull days on guard on the wall. Yes, there is time for some drill, maybe a hour or two a day. But a lot of time is just being on a post, being ready, but not doing much. There should be (some) loss of skill gain in return for being on the force. (And the settlement should be pushing some coins to the militia members who guard the burghers).

A good item to add would be a homestone to return you to a place you had it made for and perhaps some other item you get that allows you to pull yourself to another location (with a delay of say 30 seconds during which you can take no action). This way you could homestone to log out but use the other item to take yourself back to harvesting or exploring or what not. If it can take 30 REAL minutes of walking to get to your harvesting location that might irk a few people, although it could make taxi's greatly useful.

On the other side of the siege coin, if a siege will TRULY take a long time people might burn out. If I am under attack for 6 hours straight there is a good chance I will get tired of having to sit there. Is it good RP to sit there and to take that long? Maybe. Do people like to sit in one place for a long period when there is no pause button? No.

Potentially it would be interesting to allow messages to be delivered to allied nations requesting assistance. Now this is not hard, someone says oh no we are under attack and grabs a horse and travels as fast as possible to the nearest ally and requests help. Then again if we have enchanted items, someone just goes to a security crystal and asks for help.

The potential for huge conflicts as people call their allies is almost awe inspiring as people get involved. If sieging takes awhile you can fully expect someone will call mercenaries to step in. Perhaps even bounty hunters for acts against the settlement. After all, there is nothing like assassinating people trying to move a siege engine right?

I like that concept, Urman! While it might be handy to be able to support the Guards during a dangerous time when Hobgoblins might be massing somewhere in the Hex, your character is effectively no longer training, thus their skills would stop advancing or might even begin to creep back a little, a nice trade-off for making the local community less vulnerable.

That's an interesting way of not implementing the feature which encourages logging out at designated locations.

My idea was if people were worried about logging out "safely" it takes you home, and you have a way back. I was trying not to get involved in the log out in your settlement for X thing. What happens if people get alts? Can you mass alts to get guards? I like the idea of players contributing but dislike gamable systems.
