I need help thinking of a name that suits this NPC.

He is a short fat middle-aged man who is the corrupt leader of an impoverished shanty style merchant town which sits in a swamp. I'm terrible with names.

Marsh Mallow being a marsh(swamp) plant that can be turned into a sweet treat. Being the staple crop the lands are named for this sweet delicacy. And so the ruling family goes by the name of it's lands "Marshmallow"... That and the guy is short and puffy too for a bit of comedic emphasis. :)
