How common is it for snow to happen in Ustalav? I would assume that by the time that Pharast rolls around it would be uncommon at least. Thanks for any insight.
I'd check out what the seasons are like in Romania and Bulgaria and just use that. I imagine the snows come in late Neth (November) and stay until early Pharast.

I'd say pretty common.
A number of folks doing work on Kingmaker games have pegged the Stolen Lands (the area east of Pitax in the River Kingdoms) as having a Scandinavian clime. This is largely based off our assumption that Golarion's Tropic of Cancer runs through the Mana Wastes.
So yeah, the rain and fog that pervades the region probably gets real unpleasant late in the year.
Considering that Sandpoint is the area of Seattle Washington...
