Fortune (Su): The witch can grant a creature within 30 feet a bit of good luck for 1 round. The target can call upon this good luck once per round, allowing him to reroll any ability check, attack roll, saving throw, or skill check, taking the better result. He must decide to use this ability before the first roll is made. At 8th level and 16th level, the duration of this hex is extended by 1 round. Once a creature has benefited from the fortune hex, it cannot benefit from it again for 24 hours.

I am confused about the bolded part. What does 'benefit' mean in games terms?

1. If I decide to roll 2 d20 for my attack and I roll 2 natural 1s (both misses) can I be fortune-hexed again within 24 hours, because I did not benefit from it?

2. Similar to above, if I roll 2 d20 and hit with 1 of the attacks but the monster has DR or something that protects it from any damage, would you say I benefited?

3. If I use it and roll 2 natural 20s, would you say I benefited? Because I would have hit anyway without the hex. The hex did not benefit me.

4. If an 8th level Witch fortune hexes me (so it lasts for 2 rounds) and in round 1 I roll a 1 and a 20, will I be able to use this hex again in round 2? I would say that I benefited from it in round 1, so I must wait 24 hours.

It means you can't have the hex used on you more than once every 24 hours. If it lasts for multiple rounds then yes, you get the benefit every round.

Don't try and read too much into the word benefitted.

Then why not use the word "affected" instead of benefited? Would seem to be much clearer.

Also can a silenced witch "Cackle" to extend hexes?

The use of the word "Benefited" might not have been the best choice but it basically is used synonymously with "Affected".

Technically the Cackle Hex is not a sonic or language dependent effect so by RAW can be performed in an area of silence.

This is similar to the following FAQ:

Witch: Can you use the healing hex (page 66) to damage undead? If so, how often can you affect a particular undead?

The hex acts like the appropriate cure wounds spell, so it damages undead.
When used this to damage undead, it should have the same once-per-24-hours limitation as its healing usage (even though that's not a "benefit" to the targeted undead).
For clarity, where the hex currently says:
"Once a creature has benefited from the healing hex, it cannot benefit from it again for 24 hours."
It should actually say:
"Once a creature has been affected by the hex, it cannot be affected by it again for 24 hours."
This will be updated in the next printing of the APG.
