For more than 4,000 years, Absalom (pronounced AB-sah-lahm) has been the City at the Center of the World, a metropolis-sized showcase of the greatest treasures in all Golarion. The importance and influence of Absalom upon the Inner Sea and the whole of Golarion can not be overstated. The city not only holds a key strategic position for both commercial and military endeavors in the region, but encompasses the site of the ascension of four deities and claims to have been founded by none other than the Last Azlanti, the god Aroden. It is not without reason that the passage of time throughout the world is counted in Absalom Reckoning. This great city even extends beyond the Material Plane; although a pale reflection of its namesake, Shadow Absalom is the greatest city on the Plane of Shadow, inhabited by fetchlings, other humanoids, and undead.
You could have a Shadow Council - maybe some 3.5 flavor

You might also think about checking out some of the PFS scenarios. Quite a lot of them are set in Absalom, and could give you some really good inspiration. They're short (4-5 hours), but many could be expanded into a full adventure, and many are multi-part scenarios as well. PFS Field guide also has 8 pages on Absalom detailing its districts and the surrounding area.

Absolam can easily accommodate full 20 level campaign if you so desire. Do you have the Guide to Absolam; that has lots of ideas for adventure hooks! I used Absolam as a major focal point in back half of my last campaign.
Absolam can literally support any kind of campaign from intrique to dungeon crawl. What kind of campaign did you want to run?
In my campaign, I had the players helping a minor politician who had set his sites on loftier goals. They did some dirty work for him, and he got the credit/accolades in exchange for near-unlimited resources in helping the PC's track down their main objective. Worked out quite well.

That's quite a cool idea.
Hmm, A crime syndicate hiding in plane of shadows, using the planar hopping (need to come up with low level way to do it) to gain advantage in doing its illicit activities. Lure the PCs to investigate some mysterious crimes,which likely will require them to enlist service of some higher level conjurer... And involve them in even deeper plot in Shadow plane and so forth Yup, that can work.

This is usually the type of campaign I run. The beautiful thing about Absolam is that you can throw sooo many different styles and NPC's at the players and let THEM pick the type of adventure they want to play.

Yup, that's probably one of the reason I like settings like Absalom or Eberrons's Sharn. Not only, they usually are fantastic enough on their own right but there's also room for almost anything.
