Can my Wondrous Item be arms or armor and crafted with Craft Arms and Armor?
It is really hard to describe what it is I have in mind (because of the rules) but it is an item yet it's just projected so it could also be Craft Arms and Armor based. However, being everything in the world is technically an item, chair, rug, pistol, shield, etc.; I would think that anything magical would technically be a Wondrous Item.
I have the item written out already and if I have to wait until next year's superstar to post Wondrous Arms and Armor, I can. Besides I have a polar opposite item in mind, if that were the case, or rename my item the 'Magic Cylindrical Doohickey,' (as an example) if I had to and make it self propelled.

I would say that anything that isn't a weapon, armor, potion, staff, rod, wand or scroll falls into the wondrous items category.
If you can ditch the Craft Wondrous Item feat and use another Craft feat, then you are probably not creating a wondrous item, but one of those other items that already have their specific categories.

In a word: No.
Your wondrous item can't be arms or armor and crafted with Craft Magic Arms and Armor instead of Craft Wondrous Item.
However, look at the bracers of archery, maul of the titans, and mattock of the titans. These are items which require both the Craft Wondrous Item feat and Craft Magic Arms and Armor. That's because they can serve as weapons in addition to whatever other wondrous effects they have.
If you decide to design something similar, you need to tread this path very carefully, though. The judges do not look kindly upon items which are far more magic arms and armor than wondrous items. In other words, as-written, those three items I've listed above would face an uphill battle to be seen as Superstar-worthy. We're looking for potential designers with more mojo than that. We're not simply looking for designers who can give us another maul of the titans.
