A sort of Pathfinder Noir

What I'm planning is something like a Council of Thieves meets the Watchmen. Probably set in Galt. I'm currently reading the Vlad Taltos series for it. I want organized crime, corrupt officials, city riots, drug cartels, celebrities in the high society, and the like with a medieval high fantasy tinge to it.

Could you give me your insights and suggestions? Anything that would help a fellow DM/enthusiast.

I was thinking of something similar, but set in Nidal. I feel the ambiance there is a bit darker and more befitting. The game will run towards the older style of noir fims. M, Fury, and Public Enemy are the prime inspirations.

M - a priest of urgoatha is kidnapping children and using them in experiments

Fury - the group is arrested for the kidnapping and thought to have been killed in the fire and now want revenge

Public Enemy - group discovers the priesthood is behind their framing and must seek revenge but trying to build a counter to the church

I plan on using elements from those three movies to spur the plot forward and as scenes for different plot points.
