Simeon stares at Emmett like he had suddenly grown antlers. Then comprehension dawned on his face, and he nodded, touching his nose to indicate he understood.
Eyes narrowing , he followed the woman, observing her closely...

Falling behind to hear Emmett's observation, Jaru gives the old man an odd look. What would he know of magic when the priest had already checked her and found nothing. He lingers behind the others until he is well out of hearing and continues his inspection. He had intended the spell for Grines had Simeon done a better job stalling. Still... who knows how involved the woman might be or her motivations. Better safe than sorry.

Pharasma has revealed your black heart to me. We'll have no more of your games and lies! Lead us to Grine now and we shall judge you both for your foul deeds."

Simeon waves Emmett's concerns away, muttering to the man , "We can't let her get away and warn Grines..."
Advancing on the woman, he shouts, "The woman lies, our holy man has just revealed her black heart....Good people , you have in your midst....a Witch! Seize her! Give her the justice of the people!"

Nalun decides to distract the crowd
This is a matter of Internal Security! The Department of Administration of Justice has jurisdiction here, we will be arresting this witch and interrogating her for material information. Please do not look directly into the witch's eyes as she may ensorcel you with her charms and hexes. Using my Fascinate bardic performance to fascinate up to 2 people per round
Nalun knows that all these lies he continues to tell will catch up with him...he just hopes later rather than sooner.

Oh no no no, this is getting out of control! And what are they thinking? We can't let the mob burn this woman, black-hearted or not!
Seeing no other way to regain some control of the situation than to assist with Nalun and Simeon's ruse, Elidal clears her voice and calls out, "These men speak the truth! Please do not interfere with the official business of the Department of Administration of Justice; this woman is suspected of a number of crimes up to and including witchcraft," she continues, pointing at their 'friend'. "However, I can assure you that she will be taken into custody and all the facts examined to determine whether she is truly guilty or an innocent party; should she be innocent she will of course be released and compensated for her trouble!"

I was going for something kinda over the top redundant sounding...fits in my head with what an overly bureaucratic society would have.
Nalun continues to mollify the growing crowd, hoping that Ellidal or Emmett can grab the woman.

"Oh no you don't!" Elidal cries as the woman turns to try and run. Reacting quickly, she attempts to grab and restrain the woman before she can flee into the crowd.

If Nalun manages to stop her, Emmett will keep his attention on the crowd: "We got this folks! We need her alive so we can question her. She will lead us to her accomplices."

As the woman flees down the street, Elidal starts to give chase until she spots Nalun pulling out the wand they found in Harrowstone. Knowing that she's taking a gamble, she steps aside out of the way and hopes that the wand's magic will be enough to stop her.
"Maybe so, but now we've made such a scene I don't think we'll be able to stay here and keep watch either!" she hisses back to Simeon.

She's only double move away at the moment so its not impossible to give chase either. We'll assume that this is the end of the round she ran with the action from Nalun. I'll roll initiative at this point

Snarling, he watches the woman shrug off Nalun's wand, so he pulls one of his own from his pouch and points it a the fleeing woman...
Wand of Slow, no idea what the DC would be.
He then runs after the woman, looking back over his shoulder, "Are you coming?"

DC14 I think... lets call it DC14 for now but is it a reflex save or will save? So thats a move action to draw and move 30 (you're BAB is better than +1 and drawing a wand or a sword should be the same and a standard action to try to zap her

Unfortunately for wands, they are always treated as minimum caster level AND minimum required stat. So for a level 3 wand the DC is a paltry 14.

Back to the chase - there will be a five stage chase. Success allows you to progress to the next phase. Failure gets you stuck at that stage. You can spend 2 move actions to move past it or try to roll again to move past it. The woman will need to also make her rolls to getting through and past the mobs and over the fence.
Getting off to a fast start - Reflex 15 or Acrobatics 15 Move action 1
Darting down a side street/Alley - Knowledge Local DC 12 or Perception DC15 Move action 2
Heading into the oncoming mob and not getting caught up by them - Combat Manuever DC18 or Escape Artist DC 15 Move action 3
Getting past the mob - Bluff DC15 or Diplomacy DC15 Move action 4
Clamber past/over a broken fence - Climb DC15 or Escape Artist DC15

Kn:Local: 1d20 + 9 ⇒ (6) + 9 = 15 In his time as a student here, he knew this town well. He spots a small alley that he knows connects with the main road further ahead!

Whether a result of being tired or perhaps some internal reluctance to chase someone down through the streets and back alleys of Lepidstadt, Elidal is slow to get moving, allowing the fleeing woman to gain ground and pull ahead.

Still moving rather sluggishly for a relatively seasoned warrior, Elidal continues to lag behind the woman as well as Nalun, who pulls ahead and darts into an alley, obviously aware of a shortcut and attempting to cut the woman off.

Arms churning the air, Simeon sprints down the dark and dank alley only to burst out into the midst of the ragged mob!

Caught up in the grasping hands and angry faces, Simeon thrashes back and forth, trying to make some progress through the press of bodies. It is no use , he is held fast.

Shouting above the horrible din, "Make way, I pursue a known witch! She must be brought to justice! Make way!
Sullenly, the members of the mob pressed up against Simeon turn to him with dimly comprehending eyes and slowly, almost ineffectually give way to him.
Screaming his voice hoarse, Simeon continues to harangue the mob, allowing him to win free on the opposite side of the plaza.
Catching sight of Nalun in hot pursuit of their prey, Simeon takes a ragged breath and runs in his wake...

Nalun, DUDE! You are rocking it. Simeon you are still stuck at the CMB stage as you didn't make the pass roll but your second roll makes the escape artist DC so for simplicity sake we'll say you are through that stage and yell out as posted
The woman is panicking now - seeing to get out of the mob, screaming that she is being chased by warlocks. The mob, thanks to Nalun, are taking an unhealthy interest in her.

Her screaming seems to convince those around her and she sprints for the fence.
Escape Artist: 1d20 ⇒ 7 + GM Modifier.
She shimmies through a tight gap in the fence and stands panting on its far side.

Finally hitting her stride, Elidal barrels down the street. Her eyes scan the area up ahead of her and almost at the last minute she spots the alleyway that Nalun and the others had darted into moments before! Cutting it close, she skids around the corner and continues her pursuit.
Combat Maneuver (DC 18): 1d20 + 6 ⇒ (2) + 6 = 8
Unfortunately, she's forced to come to almost a complete halt as she meets the oncoming mob and finds herself unable to push her way through them as they're too busy watching the chase to move out of her way. Grinding her teeth in frustration, she calls out, "Let me through! We need to question that woman!"
