Seeing as the requirement for becoming a Linnorm King is to defeat a linnorm in single combat, I would say no to a party of people claiming one kingdom let alone two.

Tarn linnorms are CR 20. If you can slay one, you can do pretty much what you want; I don't suspect much of the populace will notice if you only brought back one head... but they're both there. Bring back both! Be twice as legendary!
