Does movement from the Step Up line of feats count as movement toward the required over 10 ft per round needed to activate the Scout's Skirmisher ability?

For example, I'm an 8th level scout with Step Up and Following Step. Mr. Cowardly Mook withdraws 10 feet, I follow. On my turn, can I just take a 5' step around the mook and full attack with sneak attack?

No. If he's using the Withdraw action you cannot use step up. If you cannot use Step Up, you cannot use Following Step. Though anyone using a full round action to only move 10 feet prolly deserves to be sneak attacked.

If he moved to try to get away from you and you used Step Up, Following Step and Step up and Strike then you could sneak attack.

I think the answer to this is linked to whether Skirmisher would work after being bullrushed.

Skirmisher only works with an attack action. If you have some way of making more than one attack during an attack action, the ability only applies to the first one. (So even if you house rule that the attack action is a mistake, it would still only apply to the first attack you make)
