Generally, you need to have two feet on the ground to attack. You can get around this by flying or by getting the rake special ability which grants you extra damage.
This is not really specified in the rules, but as far as I'm aware is universal on creatures in the bestiary... and in the real world.

By raw I would say yes.

Eidolons have many strange things
for example
Each pair of legs increases the eidolon's base speed by 10 feet
The eidolon gains a fly speed equal to its base speed
you have more legs,you flying faster
