I'm just curious...

A riding dog has an armored individual on it's back, can the dog swim in the water?

Is there a penalty for the armor?

don't see why not. Use the armor penalty or the encumbrance penalty.(factoring in the weight of the rider plus their gear)

If the dog itself wears a barding, it suffers from the associated armor penalty.

Otherwise, just apply the penalty due to the total encumbrance he is carrying (rider, armor, weapons, equipment).

Note that armor penalty and encumbrance penalty do not stack : take the worst of the two.
